Wall Liner over old paper?

We're about to start applying heavy duty wall liner over plywood walls that currently have several layers of wallpaper. The top layer of paper is a thick vinyl type of thing that has been painted.

It looks like the old stuff will be tough to remove, but with wall liner, do we need to remove it at all? Or should we just strip as much as we can and apply the wall liner over what's left?

This wall liner is designed to fix "problem walls," so I assume we can put it right over what's there. But obviously we wouldn't want what's under there failing down the road and ruining all that work.

Anybody have experience with heavy duty wall liner? Thanks!
