Need valve adjustment advice
I have a B&S 18.5 hp OHV Intek Model # 31p777 Type 0348e1
It will not start (turn over). All elect is fine. When I pull the spark plug it turns over fine. I sure it's the valve adjustments.
Problem is I can't fine the valve clearance numbers anywere.
Looking for intake and ex.

I have two questions:
1. I was told that you can't clean up spark plugs with sand paper now like we used to do when I was a kid? That somehow it will damage the plug.
2. My flywheel is coated with rust (everything is coded with rust were I live...LOL) should I sand that off? If so, do I coat it with some type of oil to retard the rust from returning?

adjusting valves
I haven't done this in 30 years. Need help here. So far I took the plug out did the TDC thing and checked the valve clearance. Here's were I get lost. At first there's a little clearance in the valves but if I turn the fly around again to DTC (checking the piston) the valves will have no clearance.
and how do I tell which is the intake and which is the ex?

Watch the valve operation with rotating the flywheel (clockwise looking down at it). When you observe the intake valve close, then with a probe inserted into the spark plug hole, continue to rotate the flywheel and the probe should be ejected from the spark plug hole. When the probe stops feeding out, this is TDC. Turn the flywheel while pushing down on the probe, as it descends back into the spark plug hole about 1/4" stop, this is the position to set your valve clearances on this cylinder. If you have a twin cylinder engine, then repeat this procedure for the other cylinder.
Rust on the flywheel will not affect operation, if you want to sand the rust off the flywheel that's up to you, if you coat it with oil, it will tend to get quite dirty.
They do not recommend cleaning spark plugs with abrasives, as there is always a possibility of some of the abrasive making it's way into the cylinder and causing damage. Spark plugs are not that expensive, so I would just replace them.

Thanks for your help... I got it to turn over and start now. It even idles which it hasn't done in a long time.

It's always a good idea to recheck the valve clearance after the engine has run a short while to insure they are correct. A popping sound with no load on the engine is not necessarily unusual, and may disappear when any load is applied.
Carburetor may be a little dirty and causing this, or possibly an issue the the ignition or spark plug.
