There could be several causes for your problem. I will cover the easy and possible. Are you knowledgeable of troubleshooting and do you have tools?
The fuel cap is vented, if the vent is plugged fuel will not flow to the carburetor. Remove the cap and ensure the vent hole is not obstructed.
Clamp off and remove the fuel line where it goes into the carburetor to see if you have fuel flow. Place the end of the fuel line in a container and open the clamp. If no fuel flow, find the obstruction. Replace fuel filter if dirty or old. Is the fuel line old, they breakdown internally and trash ends up in the carburetor. If it is old, replace it.
Does you carburetor have an anti-afterfire solenoid installed? If it is not working it will block fuel flow to the engine. Clamp off the fuel line from the tank and test the anti-afterfire solenoid as shown in the link below.
When and if you test the anti-afterfire solenoid remove the carburetor bowl and clean inside the carburetor with spray carburetor cleaner.
Let us know what you find please and good luck.

still not running...
tried the gas cap... no clog. Tried the fuel filter and the fuel lines... there is fuel flow and the filter looks good. Now i notice that some black smoke comes out of the engine when i start it up... yesterday it started ran on full choke for about 30 seconds then "backfired" some bangs then eventually died. if i try to start it right away it will only run for abut 10 sec... if i let it rest it might run for 30 to 45 seconds. I have not checked the carburator will do that this afternoon...any other ideas??? thanks

It sounds like your problem may lie inside your carburetor. At the very least you should remove the float bowl from the bottom of the carburetor and have a look inside to see if its dirty or not.
Be sure to shut off your fuel supply before doing this or you may loose fuel.
