60hp merc

i have a '03 60 hp merc 4 stroke efi...i cant get it to run at more than 2200 rpm...have changed fuel line and ball...fuel filter...and tried putting fuel line directly into the fuel tank to elimminate fuel pick up problem and tank vent...any ideas?

Follow the fuel lines back to the VST on the bottom there is a philips screw and a black hose. Open the screw and fuel will come out of the hose, drain it into a clear container. Let it sit for a couple min. and tip to one side and look at the bottom for water.

I'm guessing there is no alarm going off.

Another thing to try is changing the spark plugs.
