ge vg 2056 vcr no ffw or revs

from stop it will not ffw or revs. from play it ffw and revs. scuffed and cleaned pinch roller. belt is ok. inserted and ejected tape 20 times to check that cam gear stopped at same place every time.could it be some type of sensors under wheels? put in dummy tape press ffw; pinch roller contacts capstan;it spins a little; pinch roller pulls away ; capstan stops spinning then machine shuts off.

I used to fix a lot of vcrs.Problems are almost always mechanical ,belt or corroded mode switch. If you post a pic of the top and bottom of the cassette assymbly I can tell you where to look for the problem when I'm able to see which assymbly it's using.
