circuit question

I'm filling out a form for our company. One of the questions is how many subpanels do we have. I have an inventory list and all the panels are "branch circuit breaker panels", are they the same as sub panels? The branch circuits are fed with a transformer so I'm not sure.

Branch circuit breaker panels do count as subpanels.

I should point out that the National Electrical Code neither defines nor uses the term "subpanel". So exactly what counts as a subpanel is debatable.
