Black pipe in pvc conduit

Hi everone im doing a Kitchen remodel with an island on concrete foundation. The city said the only way to do this by code is running the black pipe inside PVC conduit and venting it ouside. My question is what can I use to seal the black pipe to PVC connection on both ends?
Thanks swagelok

You can use mastic, silicone or electrical putty. You cannot have any inaccessible fittings. It must be one pipe, with access to both threaded ends when complete. CSST was created for these situations and would be a better choice. However, if you use CSST, you have to bond the iron pipe where it enters the building to the electrical bond at the panel. This requires a minimum #6 copper wire and is needed to protect the CSST from potential lightning strikes.

Black pipe

They are not telling you to run black pipe to the PVC, they mean through the pvc. The PVC is a sleeve and the sleeve needs to be open outside the building so in case of a leak there is no gas buildup in the slab.
