Drapery Length for 6 ft tall windows above Hot Water Baseboard Heat

I have an old Victorian home with narrow (33 inches including frame) 6 ft tall windows. The window sill is about 10 inches off the floor and there is 7 inch high Hot Water baseboard heat that runs the length of the room and beneath the windows. There are only 4 of these windows in my living room My problem is I am afraid that if I cut off the drapes to the bottom of the window sill it will look like full lenght drapes that have been cut too short. I am trying to keep the Victorian decor (Lace sheers with insulated drapes over) so blinds and shades look out of place. Also I need the extra insulation of the drapes with 120 year old windows. Can the curtains and drapes go to the floor over the hot water baseboard? Or will this damage the material?

Hi and welcome to the forum!
You're right that draperies off the floor will look like high water pants!
Yes, you can cover the baseboards and go to the floor. Hot water heat will not get hot enough to ruin the fabric. Electric heat is dangerous.
Sheer or lace Balloon or Cloud shades would work, tho.
