You could theoretically use furring strips, but why? It would be far easier to just glue. Be sure to thoroughly clean the existing resilient; clean any glue
immediately before it dries with a cloth dampened with mineral spirits, and the buff off with a soft dry cloth. Walk the boards to be sure they are stuck down (be careful not to move the boards); and you are done. Keep traffic off for 24 hrs.
