There must be more to my filter support. All that holds my filter in place is a metal rod. I have to poke the rod at the center into the side of the filter and slide under the mesh wire. The rod is shorter than the filter so it only reaches about 3/4 length of the filter. One end of the rod is then snapped in a hook. The top and bottom corners of the filter are not supported so the filter usually folds over and the rod usually falls off the hook after running the blower.

The filter should fill the entire space provided for it so that air cannot bypass or go around the filter. Usually there is a U-shaped channel provided on the sides and in the back to hold the filter in its place. The channel also helps keep air (and dirt) from bypassing the filter.
If the furnace is an upflow type, some weights can be laid on top of the filter to hold it down. You could get creative if all else fails. Bailing wire or coat hanger hooks with rubber bands or springs can work well if you make a hole in which to hook the clips.
