i can hear my air conditioning start to turn on but the fan will not start running. if i turn it off and on again it will kick on and the fan will run and sound like normal. do you have any idea what it could be?

Does the fan motor hum, buzz, move slightly but not rotate, or get warm? Does the fan normally start with the outdoor unit or does it delay for 30 to 45 seconds?
When you say the AC (outside unit?) starts to run, does it run or does it try to run and fail?
