Just purchased my first home and have been told by city inspectors that I need to install backflow preventors on my laundry tub faucet, outside sillcock and tub faucet.
I am fairly handy can I do this myself? Could I use a hose connection vacuum breaker on all of these? What advice do you have for me?

I'd ask the inspector for an approved list of devices just to make sure these are accepted by your jurisdiction.
Not all hose vacuum breakers are universally approved, the jurisdiction will have listing of devises and the manufacturer.
Yes, you can install these yourself. If this was a testable backflow preventer, you would have to hire a qualified backflow tester for the installation and certification of the device being installed.
Have fun protecting the water supply and if you have further questions, just ask away and somebody will help ya...

We just have to install in-line check valves here on the pipes.
If that's allowed there, it is easy to do.
