I goofed and put an oil based glossy surface primer on my countertops. Is it okay to put Kilz2 over this?

What are you going to paint them with? What makes you think you goofed?
The best bet is an oil-based melamine, self-priming for most jobs with two coats. However, one can prime first, then melamine, but oil primers are best as they level out very smoothly so the paint finish is nicer. Until I hear more, I can't say much more than that.
