how do i paint wrought iron railing that has been damaged(chipping) and what do i paint it with?

:D To start with you must prep your iron you have to scrap it ,use a wire brush on it, and then sand it. Prime with a good oil base primer then paint with a good oil base paint. I like KIlls as a prime and Rust kills as the paint. This way your paint job will last you a very very long time ,hope this helps.
