I am a little confused on when to use plastic as a vapor barrier. If I have installed paper faced insulation in the walls and ceiling do I use a Plastic vapor barrier over the insulation or is the paper facing the vapor barrier?

The paper side is the vapor barrier, and it always goes toward the heated space. You also can put plastic over it as a second vapor barrier, if you want, before putting sheetrock over it.

My personal feeling is that the paper faced insulation is fine as a vapor barrier between studs, but then you have a break in the vapor barrier at every stud. I always tell my clients to use a 6 mil plastic vapor barrier even if it is in addition to the paper faced insulation. When you look at the cost compared to the overall project, it just isn't that much.
