Hello,
I don't know anything about heating and cooling--I have what is probably a dumb question. I want to know what the air return ducts (I think that's what they are) are made of in our 2 yr. old house. The ducting material appears to be some sort of metallic cardboard stuff. Are there rules about what materials can be used to create cold air ducts?

Can't at all be sure but you may be describing foil covered flex duct. In any event if your house is only 2 years old, whatever the material, it passed the building code.
