What's the best and safest way to seal pressure treated wood (in a deck) to prevent leaching of CCA (copper arsenic)??
You can say that its not a danger, but I'd rather be safe than sorry.

I wouldn't say it is not a danger. However, you're not eating off the wood and your veggie garden is not directly underneath your deck. Some CCA can possibly leach out when the wood becomes extremely wet or saturated. Really, since the deck is alredy built, you can't seal it competely, that would take covering all six side of each piece of lumber.
A semi-transparant oil base stain with water repellancy and uv protection is the best thing for your deck. If you have small children, the best thing for them is a good hand washing after playing on the deck.
