My tv has some subtle scrolling lines that are usually too faint to see but are more noticable when the screen is all black. I'm wondering if the circuit is properly grounded.
How do I check for a good ground?

As you could probably tell from the power plug on your TV, it is not grounded at all. Don't ask me why; they just aren't.
The fuzz you may get on your screen is more than likely just electrical interferance coming from an outside source, like a cheap cordless phone or a food processor, but I am just speaking from personal experiance on the blender...
There could be a "V-Hold" nob on the back of your TV, try adjusting that. If your TV is newer it probably doesn't have one, but thats all I've got.

No I actually didn't think of that but you are right, TV's do not have a grounded plug.
It's possible that the video "hum" is coming from the stereo receiver. I found this helpful site you may want to check out.
