I am about to insulate my basement and would like to know if I can insulate over the top of heating/air conditioning ducting or should I just go down the side of the joist? Also If I could get some help on overhead recessed can lighting. I have halo lights rated for insulation to go on top of. Is this a safe practice or should I still wire around them or just stop the insulation short of the can? Thanks for your help

Yes, you can insulate over the ductwork and the lights. But I would strongly suggest that you double check to see if you have the right lights. It doesn't hurt to make sure.
