Moved into a house with nice wallpaper in the hallway, but all along most of the top, it is pulled away. In some spots, as much as 2 inches or so. Can I just use the seam glue, or is there another method, or is there another problem?

That is pretty unusual. Most wallpaper issues after installation have to do with the seam areas. You can use seam adhesive or regular wallpaper paste. Use a paint brush to work it down into the area real good. Follow up with some swipes with a plastic smoothing tool. You may also have to do some additional trimming with a razor as well after it lays back down. Best of luck.
