A neighborhood cat is using my flower bed as a litterbox. It has already dug up a good portion of my plants. What can I do to stop it?

Check into motion-activated sprinklers. These are like motion-activated security lights, but instead of a flodlight coming on, the offender gets a blast of water. Pretty much guaranteed to run cats off.
I'm assuming you've spoken to the offending pet-owner? The other option is a live trap and turn the animal over to animal control. When the owner gets tired of paying the fee to bail out the cat, your problem should go away.
