I have a 27 inch Phillips Magnavox Smart Plus Series TV (model number TP2780 C101). The sound works but seems to be about 1/2 as loud as it should be. I have to turn it almost all the way up to hear it in the living room. There is also a humming on whinning sound which gets loader as I turn the volume up. Can a novice fix this? How much would something like this cost to fix?

Several things can cause your audio problem. Among them are
poor grounding in the audio circuits, Intermediate Frequency (IF)
alignment out of whack, or a bad filter capacitor in the low voltage or audio decoupling circuits.

a range of $25 to $50 would be my guess.

Just a quick note, does the TV have Auto Audio where it keeps the level of the sound at a certain point between channels or programs. I notice on my Panasonic that when I have the feature on it cuts my audio responce. Other than that do what Smokey says...
