I live in a condo on the 2nd floor and have been told i need to install some kind of sound deadening material on the concrete floor before installing tile. What are my options. What is the least expensive option.

Although I haven't used it myself I do remember that a company that makes all kinds of flooring setting materials called Mapei and they make a product for this very application. Not sure on the cost though.

If a soundproofing material is used over the concrete, you will need to install the recommended concrete underlayment over that. Any movement beneath the tile will tend to result in grout failure and possibly cracked tiles.
