I have a mature birch tree on the edge of my property line. The contractor building a house on the lot next to mine has filled some topsoil back over around the base of the tree. Will new soil over the roots harm the tree? If so, how far back from the trunk is it okay to cover?

PalmerAK,
Get ahold of the contractor and ask him to remove the soil from YOUR tree. It can harm the tree if too much has been added. It's hard to say how much is too much.
Take pictures, and also advise the contractor that replacing a large tree can be quite expensive.

Yes it is harmfull to your tree to cover the exposed roots and the skirt of the tree.
