I ran into this problem this past weekend. I pulled up the carpet in our new house and there were great tarazzo floors waiting to be cleaned up. I ripped up the carpet and carpet pad and got all the carpet tack strips up with a small tool that looked like a crowbar that you can pick up from Home Dept.
But the tacks were totally immersed in the terazzo, so when I pulled the first one out a piece of the terazzo came out with it..ouch.
I went back to home dept and bought a small hack blade for cutting pipe and had to saw each of the nails off flush to the floor, then sanded down any bluntness left over after cutting the nail. This is long and hard work, but it leaves NO holes and NO chipped terazzo. After you sand the nail completely smooth and flush to the floor you don't even notice them anyway.
