Using acrylic latex carpet seam sealer and some tools(Ice pick, jewlers screwdriver, or an awl) Squirt latex down into the backing(You may need to cut the TOP primary backing) and start stitching. Don't get too carried away with the latex, or you'll have it all over the face yarns. Sticking the nub of latex that is already on the yarn down into the new latex with your "tool", hold it with your other finger and pull out. Then don't mess with it for a day. Place a book over it with some weigth on it.
Now with all that said, if it is at a seam edge, you will need to cut the seam open, take all the old seam tape off, cut the bad row out and reseal with latex(which the original installers probably didn't do. That's why your having this problem) and reseam.
Good luck! It's an art.
