I have an all brick home built in the 1920s. The insulation was installed in the roof not the ceiling, 6 years ago a new roof was put on the house and the residue from between the boards settled into the insulation causing it to start falling, since it was nailed up with sheets of cardboard, the rafters are on 24" centers which meant that the insulation was cut into 24" strips.
My question is, can I replace this with the thick foam stuff? I found some that is R10 about 3" thick and if so do I need a moister barrier? and where to put the barrier?

You should not insulate your roof. The reason why the insulation failed is because condensation formed between the heat from the roof during the summer and the insulation trapping the heat. When the sun goes down, this trapped heat condensed inside the insulation. This is one of the reasons why the roof needs to be ventilated.
