I plan to finish out the basement in our 50 year old house. Do I have to insulate if the room is all underground? Won't the soil provide insulating? I plan to stud out and drywall, drop ceiling, space is dry.

If the basement is at a comfortable temperature without the insulation then you don't need to insulate. The sheet rock and the empty wall cavity will have some insulation value and should be than sufficient for you needs.
