Is there anyway to remove spackle from wallpaper that was put on by an idiot tenant in my rental property other than scraping (Solvents)?

Just wet the death out of it and use a rag to rub it away. I am fairly certain that your wallpaper has a vinyl coating so the water should effect the paper, just make sure you aren't too vigorous with the rag on the actual wallpaper surface.
