Can carpeting be installed in a bathroom with a ceramic tile floor without removing tile?

Yes.
I recommend loose laying the carpet and not attaching it. Just cut it to fit tight at the walls and it will be fine. Latex or bind the entry edge, so it doesn't unravel and delaminate.
