I have a sloped backyard(2,000sq.ft).
We need to clear every year for fire reasons. The area on top is flat and we would like to plant.
We have no way of getting up the steep hill.45 degree angle.
we have put small round steps to climb up
and down but this year we would like to
put something a little sturdier and a little
easier to access. The round stepping stones
are laid on the dirt which is a rock or flaky rock
type. Any ideas on what or how we can make this
area more accessible?

It may be more work, but why don't you zig zag your way across and up the hill. Then it wouldn't have to be so steep and it could be more permanent.

I have a friend near LA who has a hill behind them and they did this and it looks great. The hill is not barren however. It does have plants and some trees growing on it.
