I am trying to make a basement bathroom look less than a dungeon! There are pipes running through it that are water lines and heat venting. Is there a special paint I should use on these?

Are they bare metal? Iron and aluminum for example. Rusty? Clean? They should be primed first, then use any latex paint. Best for steel is a red oxide primer, for aluminum, acrylic.
