We just bought a house that is @ 50 yrs. old with a flat roof. The eves stick out about 3' all the way around. On the under side there is some black discoloration (the paint is dark green). I am assuming that it is mildew. What is the best way to pre-clean prior to painting? Also, after it is cleaned, can I start painting if I am using the same color? I don't know if the existing paint is oil or latex, which should I use?

You can buy 'mildew cleaners', or simply use javex/hot water 50/50...test for oil by rubbing nail polish remover on the green, if it comes off on a piece of cloth when rubbed, it's latex...then, if the existing paint is sound, just repaint it with latex. If it was oil, repaint with oil, only trouble is, most oils are glossy and maybe too 'shiny' for eaves and soffits. If oil, you can prime with an acrylic bonding primer, then paint with latex.
