I think I painted over an oil base with latex on accident. (new paint peels right off) What are my options now? Any help would be greatly appreciated!!

Give it a vigorous sanding to remove any , ready-to-fail paint. What remains, will be alright, if any remains at all. Wash the wall to remove the dust. Prime with 1-2-3, Aqua Lock or Fresh Start, or...any oil primer, then repaint with latex.
