We currently have a window insert in a metal door and we would like to remove it and replace it with an insert with a different design. The warden has choosen the design and we are ready to install. Question is how do you remove the little white plugs that cover the existing screw holes without damaging them so that they can be used again?

GOOD QUESTION !!! That's why I throw the dang things away !
Once they get painted, they're a PILLLLLLLL to get out.
Personally, I'd drill a small hole ( like an 1/8" bit) in the center, then use type of hook tool ( the hook on my mechanics magnetic comes to mind) to reach in the hole and "hook" it out. You could caulk the tiny hole and repaint IF you REALLY want the screw head covered. You already KNOW what I'd do with 'em :)
