I have a wooden staircase in my home and want to purchase a carpet runner for it. One store told me I need to have padding under the runner the other store told me padding isn't needed. Should I have carpet padding under the runner? Are there pros and cons?

No, padding is not needed but may make the constant pounding going up and down the stairs more pleasant.
The one store was trying to make an up-sale, by selling you padding also. The other store gave you options and was being truthful without trying to sell you something you may not have needed.

Thank you for the response. Would padding make the carpet runner hold up longer? If I went with padding would it run the entire length of the runner or just be under the stair tops?

I wouldn't say it would make it last longer. There will be more flex in the carpet backing, when padding is used.
Depends on what style of runner you want. If they are not upholstered, then the padding would run the length of the staircase. If they are upholstered then the padding gets put just on the tread and over the inch and 3/4 nosing.
