I am putting up an exterior wall where a garage door would be.
what is the simplest way to fasten the wall base board to the
concrete?

my guess is you are hanging the wall from the ceiling leaving a gap at the bottom to allow for the slab to heave.
this is done by first nailing a pressure treated 2x6 with a power nailer into the slab. pole barn nails are slid through a drilled hole on the bottom plate of the hanging wall and nailed into the pressure treated 2x6 (so the wall doesn't swing in the wind).
The base board trim is then attached directly to the pressure treated 2x6.
