We want to put a bathroom in home that we are purchasing? owner said we would need a up flushing toilet.. Is this true and what is it accually called?

Probably, since most houses' waste lines are higher than the basement floor.

When we put a bathroom in the basement, they installed a pump to flush "up" ... against the force of gravity. It has to be that kind of a pump in order to have enough force to work against gravity. Otherwise your basement bathroom would not smell pleasant.
