Can hot glue be used to glue chair rungs?

To be perverse and answer the question as asked, yes.
If however, you want to know if it will hold, the answer is definitely NO.
Hot glue, even after it cools, is still flexible. In addition, it doesn't penetrate the wood and bind to it as standard wood glue will.
Proper gluing (or re-gluing) involves taking the chair apart, removing the old glue, applying fresh glue, reassembling the chair and putting it in clamps until the glue sets.
Sorry - there just ain't no easy way out - though Lord knows I've tried (for over 30 years) to find one..
