old wallpapered wall was painted over. wall is peeling. can i just wallpaper over it.

Seriously, papering over the situation you described would be the worst idea ever. Do this:

1. stripping help (http://www.wallpaperinstaller.com/wallpaper_stripping.html)
2. prep help (http://www.wallpaperinstaller.com/wallpaper_preparation.html)
3. Hang your paper.
4. Tell everyone you know that painting wallpaper is almost always a bad idea. :cool:
