I live in an upstairs condo. Friday, my toilet stopped up (but did not overflow). Apparently, water was leaking into my neighbor's ceiling below. The floor around the base of the toilet is damp however. It sounds to me like there must be some type of leakage under the toilet. If you've experienced anything similar or have any clues as to what might be happening, please help. This has happened before, but the toilet did overflow that time. I would appreciate an answer FAST. Right now I have the water supply to the toilet turned off and there are four people using the bathroom.

If the toilet did not overflow, then the wax ring seal under the toilet is leaking.
You need to plunger or auger the toilet to clear it, then pull the toilet and replace the wax ring.
