My husband and I have discovered that the wooden stairs to our porch are rotting. We would like to try to build new ones ourself. How do we go about this and approximately how much would it cost? There are only 4 stairs.

Check in the lumber section of your local home center. Seems to me that they have pre-cut stair sides in pressure treated lumber; just have to mount and add tread boards.

Also note that there is an article in a past issue on building exterior steps that can be ordered. I pulled that issue out of my semi-organized library and it is an excellent article with really good photos/diagrams; probably worth the $4 to you.
The Family Handyman is one of the better home improvement magazines for the average weekend do-it-yourselfer. Good luck.
