can I wallpaper over old wallpaper withou using a primer or sealer or sizing? the wallpaper is in great shape but does not want to strip without damaging wall.

You sure can. Would I do or recommend it? Not a chance in the world. The odds of failure are high. Think of it this way.....

Wallpaper is coated 99% of the time. This coating is vinyl. In reality, according to manufacturers I have talked to, it is acrylic that is used in the coating.

Lets say you wanted to paint something that was plastic. Do you think that the paint would stick, or slide/peel off of the plastic surface?

This is the exact chain of thought with regard to papering over wallpaper. The paste will not stick to the "plastic" wallpaper underneath. Primer would give the slick surface some "bite", allowing the paste to hold onto something.

Yes you can... If its truly in great shape (well stuck down,no overlapping seams etc)and it is truly a paper surface and not a vinyl one , then its as good as lining paper...Go for it!!
