It appears that the previous owners of my house also painted over the wallpaper paste instead of removing it. There is currently wallpaper over this mess, but I want to paint. Any suggestions on how to get the paint and paste off?

Scrape or sand, your choice. Once this is done, you should prime and then paint or repaper again. Don't you just love homeowners with the "let the next guy deal with it" attitude? :rolleyes:
