I am going to try removing severly damaged wallpaper borders from ontop of wallpaper that I would like to keep on the walls...Desperately in need of suggestions:confused:

I hate to tell you this, but you either have to be VERY careful or hire a professional. Most pros would tell you to forget it. The major deciding factor is finding out what kind of wallpaper paste was used to apply the border with. If a normal wallpaper paste or border adhesive was used, there will be damage to the finish under wallpaper. Professionals are extremely careful with washing excess paste off of wallpaper. This is because wallpaper paste "eats" through vinyl and will "bleach" the surface color white. This has probably happened in your case. My website has wallpaper stripping instructions that you might try on your border but you will have to be ultra careful.

Your main and probably best option is to apply a wider border over the existing one using border adhesive.
