Walls and Ceilings - How can I cover (panel/wallpaper) these walls?

My House is approx 50 Years old, we are going to redo the bathroom, after scraping off 3 layers of wallpaper we found: 1/4" sheetrock with a 1/4" of concrete on top of the sheetrock, then a layer of plaster on top of the concrete?? How would I hang Wainscoating? I would like it from the bottom up 36 inches.We have tried to nail into this before and it just crumbles? Can anyone give us a tip?

attach 1/2" plywood on top of the duraboard (or remove the duraboard). Use screws into the studs. One at the top, middle, and bottom of every stud. Use 2" screws.

You then attach Wainscoating to the plywood and wrap molding over the top to finish.
