Hello jhtstone. Welcome to our Heating and Cooling forum and the Do-It-Yourself Web Site.

In theory, the burner should be operational, based upon the info you have provided. However, the gas valves internal solenoid may be defective. If this is the case, the burner will not function.

The gas valve may have to be removed, taken to the local appliance parts store or a local heating companies retail parts store, for testing.

Most gas valve are non repairable items. If the internal parts are defective, the entire valve must be replaced.

Additional Suggestions:
Read the manufacturers online web site for problem possibilities, causes and solving methods, repair proceedures and instructions, pictorials and schematics, which may be available online.

Retail parts dealers can also help determine what the possible problem may be. Bring the make, model and serial numbers.

Other professionals replying within this forum, may have alternate solutions, suggestions, opinions and or test and repair methods. Check back several times.

It is important to insure that the top half of the thermocouple is in the pilot flame or you will got generate sufficient signal to allow burner to light.
