Well sheet linoleum would be the most waterproof; you could basically build a boat out of it. Only place water could get past would be where it meets the walls. Ceramic is fairly waterproof, too, however if you flooded the floor the water would eventually get down to the subfloor via the grout lines and it the tile is unglazed it would eventually get right thru the tile.
