i am redoing my baseboards and shoe molding...is it necessary to use any caulk before i paint???

also, if i need to caulk, what is the best for the job (i am covering will oil based paint)

If the spacing between the wall and your baseboard is unsightly and you figure it needs filling, then yes. Use a latex caulk without a lot of silicone...that makes it difficult for primer or paint to adhere to...the tube should brag somewhere that it's 'paintable'.
