I have just finished stripping wallpaper from our kitchen after having asked this question myself just last week on this board. I am very glad I made the choice to strip it. Even though it appeared to be very securely intact I discovered areas where it was quite loose....I just didn't know it. If I'd painted over the wallpaper I'd have bubbled the paper that was not secured to the wall. Then I'd have a bigger mess!
Now I can prime and repair with confidence that my wall is uncompromised.
It's a ton more work, but I think it's worth it. I used DIF Gel (Home Depot has it by the gallon). This stuff is great. No watery mess. I brushed it on instead of rolling it....got better coverage.
Good luck. If you can't find the time to do it right, can you find the time to repair it? :-)
